The planning Commission consists of five members, appointed by the Mayor and City Council for a three-year term. Members of the Planning Commission must be owners of or tenants in real property in the City of Bayard and be qualified electors of the City.

The purpose of the Planning Commission function and duty is the development of the City of Bayard, including any areas outside its boundaries which, in the Commission's judgment, bear relation to the planning of the City of Bayard.

The Planning Commission is also responsible for reviewing and recommending to the Mayor and City Council all re-zoning, conditional use and home occupation requests, as well as proposed subdivisions.

The Tree Board:

The Tree Board consists of six members, appointed by the Mayor and City Council for a three-year term.

The purpose of the Tree Board is to develop and administer an active, comprehensive city tree program. When requested by the City Council, the Tree Board shall consider, investigate, make finding, report and recommend upon any special matter or question relating to trees.

The Board of Adjustment consists of 5 members, appointed by the Mayor and City Council for 3 year terms. Members of the Board of Adjustment must be owners of or tenants in real property in the City of Bayard and be qualified electors in the City; however one member must be a member of the planning commission.

The purpose of the Board of Adjustment shall be to hear and decided appeals when it is alleged there is an error made by the Zoning Administrator in enforcing the zoning regulations of the City of Bayard.
