The Grounds Department is responsible for maintenance of all parks and recreation areas in or owned by the city. The Grounds Superintendent is appointed by the Mayor with the consent of the city council. All personnel of the department will report to and work under the superintendent.

The swimming pool has its own manager who is overseen by the City Clerk along with the Mayor and Council. The Swimming Pool Manager has supervision of the swimming pool and pool equipment owned and operated by the city; and is responsible for the operation of the swimming pool, swimming education, and safety programs. All personnel assigned to work at the pool will report directly to the manager who will report to the Clerk or Mayor.
